The usual culprit: a failed heating element
Most of the time, the problem is a heating element that has given up. An electric tank heater heats the water with metal elements sitting in the tank. When one cracks, water seeps inside and shorts it straight to the metal tank, which gives the electricity a direct path to ground. The breaker sees that sudden surge and trips instantly to stop it. As with an air conditioner, when it trips is a clue. If the breaker goes the instant the heater is switched on, that points to a dead short, a grounded element, a shorted thermostat, or faulty wiring. If it runs and heats for a while before tripping, it more often points to a thermostat letting the heater work too hard. Either way, the fault is real.
Do not keep resetting it
This is the part that matters most. Do not keep flipping the breaker back on, and do not keep pressing the heater’s high-limit reset button either.
