Fair question, and the answer most installers give is too short. The honest version: mostly no, your panels will not power your home in a blackout without a battery. There is one real exception worth knowing about, but it comes with catches big enough that, for most people, it changes nothing. Here is the full picture.
The default answer is no
A standard grid-tied solar system, panels and an inverter with no battery, shuts itself off the moment JPS goes down. The one real exception
There is a feature on some string inverters, often called a secure power supply, that does what no other battery-free grid-tied system can. When the grid goes down but the sun is shining, it can feed a single dedicated outlet straight from the panels, no battery involved. On a typical unit that gives you up to around 2,000 watts, enough to keep a fridge cold, run a fan, or charge phones and a laptop in the middle of a daytime outage.
It is a genuinely handy feature, and if your inverter has it, use it. But read the catches before you count on it.
The catches are big
This is where the daydream meets reality. A secure power supply only works while the panels are producing, so it gives you nothing at night and very little under heavy cloud or rain. The output also rises and falls with the sun, so it is not the steady supply an appliance expects. It is usually a single outlet, not your whole house, so you plug into it deliberately rather than the home just staying on. And the wattage is modest, nowhere near enough for air conditioning, an electric water heater, or a large pump.
In other words, it was designed for short daytime rolling cuts, not for storms or the long evening outages that are the real problem here.
