Heavy, solid overcast pulls it down further, to maybe 10 to 25 percent. A dark storm cell overhead can cut it by 90 percent or more for the time it lasts. Even in steady rain the panels tick along at a low level. So “cloudy” is a wide range, and most cloudy days are nowhere near the bottom of it.
